Independence Heights Resilience Plan Public Meeting
Independence Heights Resilience Plan final public meeting will be held on Saturday, March 25 at the Independence Heights Community Center located 603 E. 35th St. Houston, TX 11:00 AM -1:00 PM.

Please join us for one of our Spring Community Meetings to give input on the Draft 2023 Annual Action Plan. Over the next year, approximately $45 million in federal entitlement grants will be available to improve Houston’s neighborhoods and the quality of life for low- and moderate-income families. These federal grants include the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Housing Opportunities for Persons with HIV/AIDS (HOPWA), and Emergency Solutions Grant (ESG).
Housing and Community Development (HCD) staff will also discuss the revised activities and budgets in the Draft Action Plan for Disaster Recovery: 2021 Winter Storm. This revised plan incorporates an additional $19.7 million in disaster recovery funds that will help Houstonians recover from the 2021 Winter Storm (the Freeze) and enhance resiliency in future events.
The meetings will provide an opportunity to:
- Give input on the Draft 2023 Annual Action Plan and Budget
- Give input on the Draft Action Plan for Disaster Recovery: 2021 Winter Storm
- Learn about the grant process
- Talk about HCD programs
- Hear what HCD is doing to assist families

Resilience Districts
To help Houston neighborhoods recover from disasters and reduce the future impact of flooding in vulnerable and at-risk communities, the City of Houston will establish Neighborhood Resilience Plans in three Houston neighborhoods.
These plans will weave together climate adaptation and risk reduction, economic development, infrastructure modernization and social empowerment into one neighborhood strategy. The Neighborhood Resilience Plans will empower neighborhoods to direct future neighborhood-based investments in the most effective ways possible to help reduce flooding, address vulnerability to climate and multiple hazards, improve quality of life, and drive economic opportunity.
Three neighborhoods were chosen to participate in this process: East Houston, Edgebrook, and Independence Heights.
Independence Heights
Independence Heights is located north of Loop 610 and west of I-45. The super neighborhood boundaries includes: I-45 (east), Tidwell Rd. (north), N. Shepherd Dr. to railroad track (eastward) to Yale St. (west), I-610 (south).
Located in District H, the Independence Heights neighborhood was selected due to the severity of flood damage from Hurricane Harvey and previous flooding events, vulnerability to climate and other multiple hazards, watershed location, and the presence of active and supportive civic organizations.
