A community benefits agreement was approved between the City of Houston and Rice Management Co., paving the way for direct investments and community partnerships surrounding the Ion District in Midtown. The Houston City Council approved the agreement with a 14-3 vote on November 10, 2021, as City of Houston Ordinance No. 2021-975.

The Ion District Community Advisory Council was unanimously confirmed on Wednesday, February 2, 2022, by City of Houston Council as Motion 2022-65. Mayor Sylvester Turner appointed the following individuals:

Position One - Eileen Morris Position Two - Steven Wells

Position Eight - Michael Pittman
Serving as Chair

  • Position Four - Paul Charles
  • Position Five - Donnisha Frison

The Community Benefits Agreement (CBA)

A community benefits agreement has been approved between the city of Houston and Rice Management Co., paving the way for direct investments and community partnerships surrounding the upcoming Ion District in Midtown. In the agreement, Rice commits $15 million to several programs to benefit the community. Other commitments from Rice that do not have a financial component include contracting with minority- and women-owned business enterprises on future phases of the project and providing leasing space opportunities for small businesses on-site. The Ion District

Located in the heart of Midtown, Houston, the Ion District invites residents, start-ups, and corporate, academic, and civic leaders to unite, explore, and create opportunities together.

The Ion fosters a community and culture where corporate innovators, academic partners, community partners, startups, and entrepreneurs come together to solve some of the world’s greatest problems.


This 266,000-square-foot structure brings Houston’s entrepreneurial, corporate, and academic communities into collaborative spaces and programs.
