ACTION STEPS: Develop a “Dumpstoppers” outreach campaign to encourage residents to report illegal dumping to 311, use multiple platforms such as water bill pamphlets, social media, CitizensNet, and other media; Identify and prioritize actions to deter illegal dumping, including camera installation in dumping hotspots such as Gladstone, Red Bun, Sunbeam, Rack, and Chesterfield
